Wrong. Unlike the previous installments Oblivion and Morrowind, armor and clothing in Skyrim covers both the torso and the legs, with only the head, hands and feet being seperate slot. Even the ragged trousers “prisoner clothes” work like that, despite visually making you barechested (and is as such unequipped when putting on anything else over it). Some armor models create the illusion of being pantless without boots, and a few (saviours hide and forsworn armor) lack any visual leg armor, the way the aforementioned trousers lack any upper body coverage, despite taking up both, equipment-wise. There are ofc mods that make female armor look more like Erika’s tho :p

No, male and female armour is the same. However, you don’t necessarily have to wear pants in Skyrim
